Reason: Scheduled maintenance to address a number of outstanding
issues including packet losses, hardware upgrades, and OS
upgrades. Each of these changes requires router reboots and have
been consolidated into one maintenance window.
Effects: All L2 and L3 services through the Vancouver routers will be impacted
